Dear citizens of Ward 1,

I am proud of my service to you over the past four years. I have worked and voted on a broad spectrum of issues and citizen problems. I know each of you is aware of those that directly affected you, but many of the concerns brought to me are “neighborhood specific,” and I wanted to present a picture that represents my commitment to all of my constituents in Ward 1. Following are some of the projects (and problems) on which you have asked me for help.

McKay’s Mill

  • Worked to reduce speed limit on roadways that presented a significant safety issue.
  • Worked to improve landscaping and buffer zones between residential homes and commercial properties.
  • Worked to improve service by Codes Department on various issues.
  • Worked to have flashing lights installed at intersection of Oxford Glen and Clovercroft in order to reduce significant number of accidents.
  • Helped a resident with “water drainage” coming onto their property from a city easement. Had the city address and fix the problem.
  • Solved issues for various residents (some needing immediate attention – same day fix) such as: dead deer in back yard; trees being cut down by mistake; large potholes created on local street because of water leaks; diverted angry neighbor from fling suit by: calling for assistance; working with the police department; encouraging them intervene; and going “above and beyond” to defuse the problem. This was a great success story of all us (Alderman, City staff, and Police Department) by illustrating positive outcomes when all parties take an interest and get involved to offer assistance to our citizens.

Jackson Lake

  • Worked with residents experiencing severe erosion problems from contractor work.
  • Worked to get Jackson Lake on dredging list.
  • Moved Jackson Lake project forward from list, to funding to beginning work.

Royal Oaks

  • Worked extensively with Royal Oaks residents to address major concerns about building project adjacent to their neighborhood.
  • Sponsored right of Way abandonment for Royal Oaks residents.

Morningside

  • Worked with HOA to address safety issues due to speeding problem. Obtained additional speed limit signs for alleyways.
  • Worked with residents to address concerns with preparation of a rock wall near new building site.
  • Worked to improve intersection, corners, walkways, and street signs along entrance to Morningside.
  • Worked with both Morningside and Jackson Lake residents to address and solve run off and erosion problems from nearby construction projects.

Andover

  • Worked with resident and City staff to resolve problem with water erosion and drainage problem in resident’s back yard in a City easement area.
  • Working with business to get sound wall installed to buffer sound between commercial business and residential neighborhood.

Carronbridge

  • Worked with HOA, residents, State Fire Marshall, and developer to address problems with commercial development caused by blasting adjacent to their community.

Richard’s Glen

  • Worked with residents and developer to address and resolve numerous concerns with new development near their neighborhood. Attended joint meetings and made numerous requests to developer in support of residents’ concerns. Worked with residents to address access in and out of neighborhood during McEwen Rd and McEwen Rd., Cool Spring intersection construction.
  • Worked with many individual residents related to other concerns and issues.

Avalon

  • Worked with developer, City and MTEMC during process of getting fire station on Cool Springs Blvd completed.

Highgate

  • Worked with neighborhood to identify more cost efficient alternate solution of grinder pumps for residents with failing sewage systems and additional sewer needs. Monitored schedule to insure project to install sewer system continued to move forward.
  • Worked with Highgate and Clear View Baptist Church on concerns and problems over church building projects.

Country Road

  • Worked with and currently working with residents on numerous issues concerning nearby development. Met with residents, church, City staff and held meeting with residents and representative of the city and church to clarify issues and move toward solutions. Currently working with all parties towards alternative solutions for sewer needs.

Jordan Road /Royal Oaks area Residents

  • Working with residents, city, and TDOT in continuing to address and correct intersection problems at Liberty Pike and Jordan Road. Asked for funding to study intersection solutions. Funding is now in 2009-2010 budget. Having additional signs posted and alerts installed in this area.
  • Worked on and currently putting before the CIP committee a project to install street lighting on Jordan Road between Rt. 96 and Liberty Pike.
  • Helped residents with issues of dumping from an adjacent neighborhood and a drainage issue along a city easement.

Meade of Avalon

  • Worked with and currently working with HOA and residents to highlight and address safety issues along East McEwen Drive.
  • ¨Working with HOA , residents, City and State to get McEwen Drive projects (Phase III and Phase IV) more attention (and higher priority) from the Board of Mayor and Aldermen and State for funding, right of way, bids and construction.

Brentwood Point III

  • Worked with developer of an adjacent development to address landscaping screening issues brought to me by a resident.
  • Currently working with City and CSX Railroad to install traffic light at corner of General George Patton Road and Mallory Station Road.

Liberty Hills

  • Worked with people in Liberty Hills (parking problem / disturbance problems).
  • Worked to get the Liberty Hills Lake dredged.

Cool Springs Area

  • Worked to have light installed by Sam’s to reduce risk of accidents and increase overall safety.
  • Worked and to install traffic light and turn lane (Cool Springs & McEwen Dr.
  • Worked on projects related to Nissan headquarters completion.
  • Worked to help move McEwen Interchange to completion.
  • Worked with BOMA to help get Carothers started / completed (Liberty Pike to Rt. 96).
  • Worked with Mayor (in turn he worked with the State) to address State’s stream mitigation requirement so BOMA could move forward with McEwen Drive phase III.
  • Worked with BOMA to get Carothers issues addressed, work started/ completed (McEwen to Liberty) fall ’09.
  • Worked with veterinarian business and city staff to get building / codes issues resolved.
  • Worked to get lake dredged (neighborhood – south side of Liberty Pike).
  • Worked to get proper wall installed behind neighborhood to prevent erosion and prevent legal action.
  • Working to get sound wall installed for residents behind commercial business.

Other areas:

  • Worked with numerous residents and businesses in Ward I over past four years to address / successfully correct and resolve serious “quality of life” issues. These neighborhood issues ranged across a broad spectrum including property value and up-keep; health and welfare; legal concerns; water and sewer issues; trash problems; illegal parking; sound ordinance issues, and other various violations of city laws and codes.
  • Sponsored a new ordinance to prohibit parking on the grass on front lawns. Ordinance passed by BOMA.
  • I successfully worked on important revisions to various sections of the new Zoning Ordinance, which BOMA passed and instituted in July 2009. Four example of these revisions were designed to institute:
    • Additional help for residents with failing sewage systems / additional sewer needs.
    • Stronger buffer / screening requirements between residential / commercial areas.
    • Wider alley widths to accommodate emergency vehicles.
    • New zoning district for Civic / Institutional development
  • Sponsored and worked on amendment to revise Neighborhood Commercial (NC) zoning ordinance to allow non-boarding veterinarians to locate business in Neighborhood Commercial (NC) zone (i.e. McKay’s Mill, Westhaven, McEwen Town Center, and other such communities in the city). Ordinance passed by BOMA

Currently I am:

  • Working with City staff to accelerate movement of the McEwen Drive project, Phase III, forward to full board for funding after various issues with utilities and State stream mitigation requirements had caused long delays, but are now completed
  • Working with Administration to put into place a process to challenge the current manner and progression and instead develop a comprehensive plan that addresses road projects from an “integrated perspective” rather than the current “piecemeal” approach.   • Working on a new Ordinance to require greater buffer distance and increased / additional landscape screening where commercial buildings and loading docks are present near residential neighborhoods.
  • Working on a new Ordinance to address empty commercial building conditions and up-keep issues to help prevent neighborhood blight and crime, property devaluation,
  • Working with Ward I citizens to address the medians around Ward I. Part of this effort resulted in coordination of City Streets Department and staff to compile an “up-dated” list of responsible parties for medians strips along roadways in Ward 1, including the City, Master Associations and commercial businesses.
  • Studying the comprehensive plans and Request for Proposal (RFP) from consultants concerning water issues: drinking water, sewer, storm water and water re-use. This will require much thought and planning for our immediate future and for years to come. We must have a solid, comprehensive plan in place that will give us solid footing for future water related needs for our community/region.
In summary, I pledge to continue my efforts to represent Ward 1 citizens and to respond when they ask for my help. In addition, I will continue to press forward by championing projects that are important in maintaining and improving the neighborhoods in which we live. As your representative in Ward 1 you may call on me anytime. I count it a privilege to serve you. Thank you for your continued support.
